Growers and processors can return abandoned industrial property to productive use, create jobs, and bring new investment. Retail shops have a different effect on the public face of a community, which is why limits matter.

Niles chose balance. The proposed amendment protects it by permitting a maximum of five marijuana retailers across the city.

The exact ballot language governs. A YES vote adopts the five-retailer maximum. The City's adult-use ordinance separately allows up to four microbusinesses, and the ballot proposal does not rewrite that category or other license types.
